Unusual for me to do a private party but here's a 21 made with aluminium rod, free standing on base plates and poles. The back wall was a mixture of air and helium filled foil balloons spilling out onto the ceiling. I connected the balloons together with small cable ties.

Apart from the 10 helium balloons I made this whole decoration using a £3 hand pump.
